California:
In California, advanced practice nurses are known as Nurse Practitioners (NPs). The scope of practice for NPs in California is governed by the California Board of Registered Nursing (BRN) and is outlined in the California Nursing Practice Act (California Board of Registered Nursing, 2022). NPs in California are authorized to assess, diagnose, and manage patients’ healthcare needs, including ordering and interpreting diagnostic tests, prescribing medications, and initiating treatment plans (California Board of Registered Nursing, 2022). They can also provide health education and counseling to patients and their families. NPs in California have full practice authority, meaning they can work independently and do not require supervision by a physician (California Board of Registered Nursing, 2022). However, they must collaborate with a physician or other healthcare provider for certain aspects of patient care, such as referrals to specialists or consultation on complex cases (California Board of Registered Nursing, 2022). California law also allows NPs to apply for a furnishing number, which permits them to furnish and dispense drugs and devices without physician supervision under specified conditions (California Board of Registered Nursing, 2022).
Florida:
In Florida, advanced practice nurses are also known as Advanced Registered Nurse Practitioners (ARNPs). The scope of practice for ARNPs in Florida is governed by the Florida Board of Nursing and is outlined in the Florida Nurse Practice Act (Florida Board of Nursing, 2022). ARNPs in Florida are authorized to perform many of the same functions as NPs in California, including assessing patients, diagnosing health problems, ordering and interpreting diagnostic tests, prescribing medications, and initiating treatment plans (Florida Board of Nursing, 2022). However, unlike California, Florida requires ARNPs to have a formal collaborative agreement with a supervising physician in order to practice (Florida Board of Nursing, 2022). This agreement outlines the parameters of the collaborative relationship, including how the ARNP will consult with the physician and how patient care will be managed (Florida Board of Nursing, 2022). Florida law also restricts the prescribing authority of ARNPs compared to NPs in California. ARNPs in Florida are limited in the types of controlled substances they can prescribe, and they must obtain a federal Drug Enforcement Administration (DEA) number in order to prescribe controlled substances (Florida Board of Nursing, 2022).
Comparison:
In summary, both California and Florida allow advanced practice nurses to assess, diagnose, and manage patients’ healthcare needs, including prescribing medications. However, California offers NPs full practice authority, allowing them to work independently without physician supervision, while Florida requires ARNPs to have a formal collaborative agreement with a supervising physician. Additionally, Florida imposes more restrictions on the prescribing authority of ARNPs compared to NPs in California.
