Learning From State and Local Healthcare Reform Efforts
Healthcare reform efforts are moving toward frameworks that reward providers for the quality of health care delivered rather than the current model, which is focused on quantity. This requires realignment of how health care is currently reimbursed to providers. To help achieve better care, the Obama administration in 2015 created the Health Care Payment Learning and Action Network (HCPLAN). The initiative involves payers, providers, employers, patients, states, and consumer groups to help achieve this goal with a mission to “lower care costs, improve patient experiences and outcomes, reduce the barriers to APM participation, and promote shared accountability” (HCPLAN, 2023).
