Keep in mind that any procedures or strategies must be constitutional. How sophisticated has crime mapping become in the U.S.? Is it a benefit to society or an unnecessary danger to allow ordinary residents to have access to mapping data such as crime maps or sex offender locations? Why is there a reluctance of the private sector and utilities to share GIS and other data with police and law enforcement agencies?
