The Singapore Government wants to build a new Acute Care Hospital that will be co-located with a Bio-safety Research Institute.
The plot allocated for the new development measures 700 by 500 meters. This is to ensure Singapore is ready to meet future needs/deal with the outbreak of highly infectious diseases.
The site is fringed by public roads, existing residential/industrial buildings, and conservation shop houses. The vacant area fringing the site is reserved for the proposed Public Park and a 10-story Service Apartments block.
The architects have prepared a master plan showing the proposed layout. It is attached as an appendix to Annexe A. A brief description of the main buildings/facilities areas is provided below:
a. Acute Hospital – It will be a 10-story Acute Care Hospital. The building will have an extensive glass façade fringed by landscape areas. There will be a separate main and ambulance drop-off point.
b. M&E Loading/Unloading Bay – The M&E and Loading/Unloading Bay are essential supporting infrastructure required for the development to meet its intended objectives. It will be situated next to the Acute Care Hospital.
c. Bio-Safety Research Institute – The Bio-safety Research Institute will carry out cutting-edge experiments to deal with future outbreaks of highly infectious diseases. As part of the research, a Large and Small Animals Holding Facility will be co-located next to the building proper.
d. Conference Centre cum Exhibition Hall – The Conference Centre cum Exhibition Hall will be used to host conferences with international specialists and researchers and ministerial-level meetings with regional healthcare representatives.
e. Public Space – The single-level public space comprising F&B outlets and gardens will bring life to the area and make it inviting and vibrant.
f. Proposed Service Apartments – The proposed 10-story service apartments block is designed to cater to overseas visitors seeking medical attention – based on Singapore’s reputation for excellent medical care.
MHA has informed that security measures should be designed to ensure the
security and safety of the occupants and visitors to the premises, including against high-level threats. MHA has stressed that threat conditions can change rapidly, and evolving threats should also be considered. Appropriate security measures and/or provisions should be made in the design phase to protect against high-level threats.
a. Due to its importance, the Architects have engaged you to prepare a
comprehensive security plan.
MHA has stated that the security plan must include the following:
a. Risk assessment for the new development, i.e. assets, threats, probability of occurrence, impact, and consequences for each of the main facilities/areas.
b. The Concept of protection for premises is based on the proposed layout and security strategies to manage threats during normal periods and periods of increased risk.
